The Older People’s Voice – Community Toilet Scheme research brief Background The Older People's Voice is a group of older people working together to make B&NES a great place to grow old.
A key issue for many people is the lack of toilets available. In some other local authority areas, community toilet schemes have been developed where shops, cafes, community buildings etc. have offered their facilities to older people and to demonstrate this they place a sticker in the window.
In order to contribute to addressing this issue
We are seeking a freelancer with good knowledge of B&NES to: • Research community toilet schemes in other areas to build on their knowledge and experience. • Approach businesses throughout the area to explain the scheme and seek their support • We expect to target 25 organisations / Businesses /Venues business and achieve a successful outcome with at least 6 of them • As a result of this work we also want to better understand what will influence further commitments in the future and how that might be achieved • Develop a database of this information that could be updated annually and made available to members of the public and to propose a realistic plan for maintaining this in the future • Work with key council officers to ensure the scheme has the support of the Council. Page 2 of 2 Timescale and proposed milestones When What Notes Payment schedule Late March 2026 Recruit / contract freelancer / small org Agreement will reference this specification and applicant’s application / workplan 30% on receipt of signed contract & workplan Mid-Late April 2026 by agreement Interim catch up review with OPV Group representatives 50% on receipt of satisfactory update report and clarification of any questions arising from it Mid – late May 2026 Present final summary report, recommendations and database. Review / clarification meeting with OPV Group representatives. Then return of docs / data / resources 20% fee Fee available Up to £1500.00 all inclusive. Payable in instalments linked to milestones outlined above.
